⚠️ Scheme ended

The Pinel + scheme ended on 31 December 2024. It is no longer possible to make new investments under this scheme since 1 January 2025.

If you invested before that date, you can continue to benefit from the tax advantages provided you comply with all the commitment conditions.

Important: Pinel+ = Pinel at the "full rate", provided the quality criteria (decree) are met or the property is located in a QPV (priority urban district). If these criteria are not met, the reduced 2024 Pinel rates apply instead (not detailed here, as this guide covers Pinel+ only).

Pinel+ tax reduction rates (2024 acquisition)

For Pinel+, the administration states that the scheme keeps "the same tax advantages as the classic Pinel before 2023", provided stricter criteria are met (quality of use + energy/environmental performance).

These "full" rates correspond to the historical Pinel rates, confirmed in the tax doctrine (BOFiP) and in the tax documentation (brochure). Under Pinel+, access to these rates is conditional on the stricter criteria (see below).

Eligibility scope (Pinel+)

A. Two ways into Pinel+

  • Dwelling located in a priority urban district (QPV).
  • Dwelling with a high level of quality (use criteria + environmental criteria).

These two cases are explicitly listed in the official Service-Public fact sheet.

B. "Pinel" conditions that still apply

  • "Pinel zone" location (mainland France: zones A, A bis or B1).
  • Unfurnished rental used as the tenant's primary residence.
  • Compliance with the rent caps and the tenant's income caps.

Pinel+ criteria (quality of use + environment)

A. Use and comfort criteria (decree)

The decree sets: (1) a minimum living area, (2) a minimum outdoor space area, (3) dual aspect from 3-room units (T3) upwards.

Dual aspect: the decree requires an opening (window/French window) on at least two facades facing different directions for dwellings of T3 and above.

B. Environmental criteria (2024 acquisition)

In 2024, the requirements include RE2020 thresholds (referenced as the "2025 thresholds") and an energy performance certificate (DPE) requirement.

1) New construction (permit ≥ 01/01/2022)

Compliance with energy and environmental performance requirements based on RE2020 (thresholds corresponding to those applicable from 2025) and, for a 2024 acquisition, an additional requirement: DPE class A.

2) Exemption (permit < 01/01/2022)

Requirements based on the E+C- reference framework (RE2020 precursor) + DPE class A.

3) Other operations (other than new construction)

Performance requirement based on the DPE: class A or B (e.g. major rehabilitation depending on the case).

Practical tip: ask the developer (or operator) for the compliance certificate / supporting documents (RE2020 / E+C- / DPE), and keep them with the notarial deed and the plans/areas.

2024 scales (leases signed or renewed in 2024)

Rent caps and tenant income caps are published in the "BAREME" section of the BOFiP (updated annually).

Monthly caps per m², excluding charges. A multiplier coefficient applies to these caps (see section 5).

NB: Pinel+ falls within the Pinel framework; the applicable rent caps are those published for Duflot/Pinel.

These caps correspond to the "Duflot / Pinel mainland France" section of the 2024 scales.

Calculating the rent cap (official formula)

The BOFiP specifies that a multiplier coefficient, calculated using an official formula, applies to the per-m² rent cap.

Formula (BOFiP)

Coefficient = 0.7 + 19 / S

S = the dwelling area to be taken into account (under the applicable rules). The coefficient is rounded to 2 decimal places and capped at 1.2.

Final calculation

Monthly rent cap (excluding charges) = Cap(€/m²) × Coefficient × S

Where Cap(€/m²) depends on the zone (A bis, A, B1, B2/C) and the scale for the year of the lease.

Investment caps (basis of the reduction)

The calculation basis of the tax reduction is subject to caps: an annual limit and a per-m² cap.

Pinel+ follows the Pinel tax framework: the basis caps (€300,000 and €5,500/m²) remain decisive for the fraction actually retained.
